DISTINGUISHING FEATURES OF THE CLASS

An employee in this class manages the operations and maintenance of a small regional airport. Work includes the supervision of business management and public relations activities, the direction of air and ground traffic, and the enforcement of all federal, state and local rules and regulations. Employees in the class act with considerable independence in planning and carrying out the details of the work under the general direction of the Town Board  and in accordance with established policies and regulations. Supervision is exercised over all airport technical, service and clerical employees. Does related work as required.

 

TYPICAL WORK ACTIVITIES

       Directs and coordinates all activities for a small regional airport and assures compliance with federal, state and local rules and regulations;

       Assures safe and efficient air and ground traffic activities;

       Oversees the acquisition, maintenance and dissemination of accurate and up-to-date information concerning weather conditions and other factors affecting air traffic;

       Assures the proper storage and protection of planes and all other airport properties;

       Inspects all infrastructure and facilities for fire and safety hazards and ensures the completion of any necessary repairs;

       Plans, directs, and/or oversees the maintenance, repair and construction work of facilities including buildings, runways and roads;

       Conducts zoning, development and other research studies and makes recommendations for improvement of the airport and its facilities when appropriate;   

       Publicizes the activities of the airport and promotes the use of its facilities through addresses to business and civic organizations, preparation of news releases and other contact with newspapers, radio stations and other media;

       Responds to issues including noise, traffic and other civic concerns;

       Oversees business management activities including account keeping, cost analysis, inventory and related record keeping, etc;           

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of federal, state and local rules and regulations applicable to airport traffic control and airport or airline management; good knowledge of airport maintenance and construction work and of the supplies, materials and equipment used in such work; good knowledge of standard record keeping practices as related to airport or airline operations; some knowledge of effective supervisor techniques; some knowledge of airport maintenance problems, procedures and techniques; ability to plan, assign and direct the work of a large staff of employees performing diversified maintenance and operational functions in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with persons using the airport and operating its concessions; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

      

 MINIMUM QUALIFICATIONS

       OPEN COMPETITIVE

       (A) Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree in Aviation Management, and five (5) years of responsible airport or airline operations experience, two (2) years of which must have been in a supervisory capacity; or,

       (B) Graduation from a New York State or regionally accredited college or university with Bachelor's Degree, and seven (7) years of responsible airport or airline operations experience, two (2) years of which must have been in a supervisory capacity; or,

       (C) An equivalent combination of the above education and experience as defined by the limits of (a) and (b).
