FEATURES OF THE CLASS
An employee in
this class performs professional investigative duties regarding job applicants
and employees in a township's Department of Public Safety. The incumbent conducts background investigations for new department personnel
and investigates all complaints lodged against department members by the
public. Work is performed under the
general supervision of the Town Director of Public Safety or the Assistant Town
Director of Public Safety and is reviewed through conferences and written
reports. Does related work as required.
Coordinates and supervises all
activities relative to the processing of background investigations for new
department personnel including Park Rangers, Bay Constables, Fire Marshals and
Harbormaster;
Coordinates and conducts in depth
investigations of complaints filed against department members, including
complaints of misconduct;
Reviews investigative policies and
procedures and, when indicated, recommends changes to improve efficiency and
streamline operations;
Develops and implements policies and
procedures pertaining to background and internal investigations;
Prepares reports for the Town Director
of Public Safety based on investigative findings.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of principles, practices and procedures used in investigative work;
thorough knowledge of relevant laws, ordinances, rules and regulations
effective in a township; good knowledge of civil service rules and procedures;
good knowledge of penal law relative to allegations of misconduct; ability to
supervise and direct the work of support staff in a manner conducive to full
performance and high morale; ability to establish and maintain effective
working relationships with others; ability to express oneself clearly and
concisely, both orally and in writing; physical condition commensurate with the
demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a)Graduation from a New York State or
Regionally accredited college or university with a Bachelor's Degree and three
(3) years of inspection or investigative experience; or,
(b)Graduation from a New York State or
Regionally accredited college or university with an Associate's Degree and five
(5) years of inspection or investigative experience.
