NETWORK
COMMUNICATIONS MANAGER 1810
An employee in this class is responsible for designing and managing a
major networking and systems support section.
The incumbent supervises a communications and/or telecommunications
staff engaged in evaluating and preparing proposals for data communication
systems, advising user agencies about telecommunication requirements and
maintaining and updating large complex telecommunications systems for
microwaves, radio, telephone or data communications. The employee has a great deal of independent decision making
authority. Work is performed under
administrative supervision, and is reviewed through consultations and
conferences. Does related work as
required.
TYPICAL WORK ACTIVITIES
Designs and manages large
complex telecommunications systems for microwave, radio, telephone or data
communications;
Provides administrative and
technical supervision for a major networking and systems support section;
Coordinates technical
installations, changes, enhancements, migrations and upgrades in systems
programming and configurations and network software, hardware and operational
environments;
Interfaces with vendors and
departments; prepares cost estimates and orders equipment;.
Develops and maintains a
departmental budget;
Supervises development of
and sets forth technical proposals, major technical evaluations and other
presentations to administration;
Provides both short-range
alternatives and long-term planning for network installations, enhancements,
upgrades and migrations;
Provides management with
direction for new data and telecommunications networking technologies;
Provides support in voice
data network design.

MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a New York
State or Regionally accredited college or university with a Bachelor's Degree,
which includes or is supplemented by thirty (30) credits in computer science, electronics
or advanced mathematics, and seven (7) years of experience in managing and
maintaining data communications and/or telecommunications networks, including
three (3) years of supervisory experience.
NOTES:
Additional experience may be substituted for education on a
year-for-year basis to a maximum of four years. Candidates must have graduated from high school or possess a high
school equivalency diploma.
Coursework in
computer technology from a non-degree-granting computer training institution
may be accepted based upon credit hour equivalence.
SPECIAL NOTE: Because of the rapid evolution of technology in this field, five
(5) years of qualifying experience must have been gained within the last six
(6) years.
