DISTINGUISHING FEATURES OF THE
CLASS
An employee in this class
performs highly responsible work in the administration of a variety of
functions in a Suffolk County department with several large divisions. These positions differ from other
management class positions through the supervision of more than one significant
specialty area of personnel, budget, office management, accounting or related
functions. Work includes the
responsibility for planning and directing the work of supervisory and staff
personnel in the formulation, initiation and interpretation of administrative
policies and procedures. Emphasis is on
the high level of administrative responsiblity. The incumbent exercises independent judgment and initiative and
work is subject to general policy review by the department head through
conferences and written reports. Does
related work as required.
TYPICAL WORK ACTIVITIES
Directs
a variety of administrative functions such as personnel, payrolls, public
relations, methods and procedures, purchasing and stores, automotive garage, central
record keeping, microfilm operation, central index, mail, messenger service,
duplicating service, communications and utilities;
Assists
the department head in planning for major changes in personnel, equipment,
facilities and administrative services;
Represents
the department head in working with other county departments;
May
supervise the budgetary and accounting section of the department or work
closely with it in maintenance of budgetary reports as they pertain to
personnel, equipment, supplies and rental facilities and in the preparation of
final budget requests;
Exercises
supervision over various administrative functions through subordinate
supervisors;
Directs
administrative studies and the preparation of reports embodying proposed or recommended
solutions or courses of action.

Comprehensive
knowledge of the methods and techniques of office management, organization and
supervision; comprehensive knowledge of the principles and practices of
financial administration, budgeting, statistical concepts and methods, and
general services administration; thorough knowledge of the sources of
information, methods and techniques used in administrative research; thorough
knowledge of modern office equipment and supply requirements; ability to
rapidly acquire a thorough knowledge of the legal, administrative and
procedural regulations applicable to the department; ability to plan, organize
and supervise the work of a large staff in a manner conducive to full
performance and high morale; ability to develop effective office and field work
procedures; ability to promote and maintain effective departmental and public
relations; ability to prepare operating and statistical tables and reports;
ability to express oneself clearly and concisely, both orally and in writing;
physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Graduation
from a New York State or regionally accredited college or university with a
Bachelor's Degree, and nine (9) years of administrative experience.
NOTE: Additional education will be substituted for
experience on a year-for-year basis.
PROMOTIONAL
Two
(2) years of permanent competitive status as an Administrator III.
