DISTINGUISHING FEATURES OF THE CLASS
Under direct supervision, an employee in this class performs entry level
technical work in determining the existence and value of real and personal
assets of social service applicants/recipients so as to reduce or defray the
cost of public assistance. The incumbent
works closely with professional supervisors in learning all aspects of the
work, but may function with limited technical independence on the more routine
aspects of the work as the incumbent becomes familiar with them. All work is subject to review through
frequent consultation and examination of work performed. After one (1) year of continuous service as a
permanent competitive Assets Analyst Trainee, the incumbent achieves permanent
status as an Assets Analyst without further examination. Does related work as required.
TYPICAL WORK ACTIVITIES
Attends on-the-job and
special training sessions and participates in conferences and regular staff meetings;
Assists in the
investigation of assets of social service applicants/recipients; verifies
financial resources of clients applicable to the repayment of public assistance funds;
Assists in the
preparation and conducting of sales of department-owned properties;
Studies and reports on
the desirability of maintaining property of clients through the expenditure of
public funds;
Assists in the
preparation of informal real property appraisals for departmental use.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Working knowledge of real estate and business instruments, working
knowledge of legal procedures involved in personal litigation and estate
actions; working knowledge of state and local laws and regulations applicable
to the sale of real and personal property; ability to understand and follow
oral and written instructions; ability to conduct interviews and to elicit
information; ability to maintain effective working relationships with staff
members and officials in other agencies; ability to analyze and evaluate data
and prepare reports; ability to express oneself clearly and concisely, both
orally and in writing; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a
standard senior high school or possession of a high school equivalency diploma,
and three (3) years of analytical, technical or investigative experience in
financial administration, accounting, insurance claims, real estate, law or a
related field.
NOTE:
Additional relevant education from a
NECESSARY SPECIAL REQUIREMENT
At the time of appointment and during employment in this title,
employees must possess a valid license to operate a motor vehicle in New York
State, or otherwise demonstrate their capacity to meet the transportation
requirements of this position.
