APPRAISAL REVIEWER 0621
An employee in this class is responsible for the review and evaluation
of real property appraisals in an objective and professional manner. The incumbent assists in the collection of
data to establish fair market values of parcels of property, and directs a
clerical staff in its activities. The
incumbent is given great latitude in personally directing complex and unusual
functional activities, and may frequently confer with consultant
appraisers. Does related work as
required.
TYPICAL WORK ACTIVITIES
Reviews all appraisals to
determine if compliance with basic principles of appraisal practice have been
observed;
Reviews all appraisals to
determine whether all necessary documentation and information is present and to
verify if the appraisal reflects the highest fair market value for the parcel
to be acquired based upon knowledge of appraisal techniques and geographic and
economic factors;
Reviews and reconciles
multiple appraisals;
Recommends the employment of consultant appraisers;
Recommends methods of increasing clerical efficiency;
Refers unacceptable
appraisals back to the appraisers for further consideration.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough knowledge of the principles, practices, methods and techniques
utilized in appraising and negotiating for land and other real property; good
knowledge of the legal procedures, documents and laws relating to property
appraisal practices; good knowledge of the methods, procedures and materials
for the preparation of a trial presentation; good knowledge of real property
values in relation to specific areas; ability to plan, supervise and review the
work of others in a manner conducive to full performance and high morale;
ability to analyze complex, technical and legal documents; ability to express
oneself clearly and concisely, both orally and in writing; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
a) Graduation from a New York State or
regionally accredited college or university with a Bachelor's Degree, and five
(5) years of experience in real property appraisal, two (2) years of which must
have been in a management capacity; or,
b) Completion of sixty (60) credit hours from a
New York State or regionally accredited college or university, and seven (7)
years of experience in real property appraisal, two (2) years of which must
have been in a management capacity.
At the time of appointment and
throughout employment, the employee must possess a valid license to operate a
motor vehicle in New York State or otherwise demonstrate their capacity to meet
the transportation requirements of the position.
