DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for managing the Suffolk County network communications systems section. The incumbent supervises a communications and/or telecommunications staff engaged in evaluating and preparing proposals for data communication systems, advising user agencies about telecommunication requirements and designing, updating and maintaining large complex telecommunications systems for microwave or data communications.  The employee has a great deal of independent decision making authority.  Work is performed under administrative supervision, and is reviewed through consultations and conferences.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

         Provides administrative and technical supervision for the Suffolk County network communications systems section;

         Designs and manages large complex telecommunications systems for microwave, or data communications;

         Determines equipment requirements and availability through contact with vendors and user departments;

         Supervises development of technical proposals, major technical evaluations, etc;

         Provides both short-range alternatives and long-term planning for network installations, enhancements, upgrades and migrations;

         Prepares cost estimates and orders equipment;

         Coordinates technical installations, changes, enhancements, migrations and upgrades in systems programming and configurations and network software, hardware and operational environments;

         Develops and maintains a departmental budget;

         Provides expertise regarding new data and telecommunications networking technologies;

         Provides support in voice data network design.

Thorough knowledge of data processing, data communications and office systems;  thorough knowledge of current literature, sources of information and technical developments in the field of network planning and operation;  thorough knowledge of methods and procedures used in major types of data processing equipment; thorough knowledge of capabilities and application of data processing hardware and software;  thorough knowledge of principles, methods and techniques of systems programming and analysis; thorough knowledge of data communications equipment, technology and terminology; thorough knowledge of methods of data and telecommunications analysis;  thorough knowledge of cost comparison techniques;  thorough knowledge of tariffs and their impact;  ability to analyze data and telecommunications needs and determine solutions;  ability to diagnose complex technical problems;  ability to establish satisfactory working relationships with employees, department heads, agencies and the general public; ability to supervise a technical staff in a manner conductive to full performance and high morale;  ability to express oneself clearly both orally and in writing;  ability to develop and maintain a departmental budget; ability to analyze and evaluate data and prepare reports; ability to conduct interviews with individuals and agencies to elicit information;  judgment;  tact;  courtesy;  physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

OPEN COMPETITIVE

Graduation from a New York State or regionally accredited college or university with a Master's Degree in Business or Public Administration, Engineering, or a computer-related field plus five (5) years of experience in the development, installation and management of large-scale, multi-user data communications systems.  Experience must include work with TI, T3, and microwave transport, LAN, WAN and long distance data transport.  Experience must also include system installation, problem diagnosis and training of system operators.
